If I'm not required to file, can I still recover overpaid tax on my pension?

Yes. If you're not subject to assessment by tax return, you can request an annual adjustment (Modèle 163) to recover any excess tax withheld at source by your pension fund. This is done on request and, in principle, cannot result in additional tax owed.
