Can I claim a tax refund if I don't pay any tax on my income?

If your taxable income is less than 11.450 €, then you pay no tax on your income and therefore cannot claim a tax refund. If you work as a European civil servant, too, as their salaries are not taxed.

However, if you receive rental income, then a tax return is compulsory.
